IRAS Learning Management System
Inland Revenue Authority of Singapore (IRAS) is a statutory board with more than 2000 staff members. Since 1970s, substantial resources were devoted to staff training. The property tax billing and collection were also computerised.
On September 1992, IRAS was established by legislation as a statutory board under the Ministry of Finance. It took over the functions previously performed by the Inland Revenue Department.
The conversion gave IRAS the autonomy and flexibility to manage its personnel and financial resources. It was a change towards achieving excellence in service to the nation and its people in the area of tax administration.
In 2013 IRAS called for a tender to supply, delivery, installation, testing and commissioning of corporate learning management system and e-learning courseware with an option for maintenance. The system needs to cater for more than 2000 users with an expected 200 concurrent users. The LMS and authoring tool needs to be hosted on Windows server and Microsoft SQL server in IRAS DC, with no access to Internet.
ACP was awarded in early 2014 for their services on Cybersphere LMS and SCORM authoring tool. The application was customized according to functional specification and deployed to servers owned by IRAS in their own intranet environment. The solution allows them to have user administration, organisation management, course management, notifications, SCORM authoring tool, report generation, and interfacing with external Systems.
