MOE – IMTL Portal

MOE-LMSThe Ministry Of Education (MOE) directs the formulation and implementation of education policies in Singapore. It has control of the development and administration of the Government and Government-aided primary schools, secondary schools, junior colleges, and a centralised institute. It also registers private schools.

The mission of the Education Service is to mould the future of the nation, by moulding the people who will determine the future of the nation. The Service will provide our children with a balanced and well-rounded education, develop them to their full potential, and nurture them into good citizens, conscious of their responsibilities to family, society and country.

Challenge

In that regard, MOE seeks to engage the current IT-savvy generation and help improve the way they learn the language. The learning portal has a proposed feature which will enable students to recite, record and review their performance. In addition, a text-to-speech feature will assess reading fluency and correct pronunciation errors.

This challenge, to provide a Web-based Interactive Oracy Portal for Mother Tongue Languages, was awarded by MOE to Singtel – ACP Consortium in February 2011. ACP has successfully deployed an online portal that facilitates the teaching and learning spoken MTLs which is scalable for up to 400,000 users and 30,000 concurrent users.

Solution

This LMS solution was achieved through the following efforts:

  • Publishing and removal of learning resources
  • Creation and assignment of MTL oracy tasks
  • Monitoring of MTL oracy tasks
  • Assessment of MTL oracy tasks in both practice and test conditions
  • Text-to-Speech (TTS) and Speech Evaluation capabilities for the system

Results

As a result, ACP was able to achieve a successful nationwide rollout for 400,000 students across Singapore with support for 30,000 concurrent students accessing the system. The iMTL Portal was a runaway success with nationwide coverage and rave reviews from leading media houses and publications.
